FIRST STEPS INTO POWER: Desmond Kipa Walks into Parliament with a One-Year Hard Focus to Rebuild Dei

WAIGANI- Newly elected Dei Open MP. Hon. Desmond Kipa entered Parliament for the first time this afternoon- cool, calm and collective. This was his first apperance in the 2026 National Parliament Sitting that rose at 2pm today- 10 March, 2026

Kipa declared an urgent mission to rebuild broken infrastructure, restore services, and rescue a generation at risk in Dei District.
When asked if he had any serious national issues he would consider raising on the Floor of Parliament- Kipa said – ” I have a short window of time till the next elections, and so my focus would be on rebuilding my district and focusing more on the people of Dei. I will contribute to national debates if and when the need arises for me to participate.”
PORT MORESBY: In a quiet but symbolic moment inside Parliament House this afternoon, newly elected Dei Open Member Hon. Desmond Kipa walked into the chamber for the first time since winning the 2026 by-election — carrying with him the expectations of more than 200,000 people in Papua New Guinea’s Dei District in Western Highlands Province.
The historic first walk was witnessed by PNG Herald, Quebri Media and the VIsion4040 Publishing Network, who had the first media glance as Kipa took his seat shortly before Parliament rose at 2pm today. Kipa gave his first virgin exclusive media interview for 30 minutes before he entered the Floor of Parliament.
For the new MP, the moment was not about ceremony. It was about time — and the lack of it.
Kipa knows he has roughly twelve months in office before Papua New Guinea heads to the 2027 National General Elections. Yet he entered Parliament with a calm confidence that this short window will be enough to begin rebuilding a district he says has been cut off from basic services for far too long.
“Time is short,” Kipa said outside the chamber. “But the work must begin now. The people of Dei have waited long enough.”
A DISTRICT CUT OFF
The new MP’s immediate focus is blunt and practical: rebuilding essential infrastructure that has collapsed or been neglected for years. At the top of that list is the reconstruction of the Muka Bridge, a critical connection point that once served thousands of families across the district.
Without it, communities have been isolated. But the bridge is only one part of a much larger crisis. Kipa says more than 200,000 people across Dei District are effectively cut off from basic government services, including healthcare, policing, and reliable road access.
“Our people are suffering because basic systems are broken,” he said.
Among his top priorities:
- Rebuilding the Muka Bridge
- Constructing a fully functional hospital
- Establishing a new operational police station
- Repairing key district roads
- Restoring transport and connectivity across rural communities
“These are not luxury projects,” Kipa said. “These are necessities for human dignity.”
KIPA IDENTIFIES A SOCIAL CRISIS GROWING
But infrastructure alone will not fix Dei’s problems. Kipa also spoke candidly about what he calls a rising social emergency among young people. Across parts of the district, communities are battling growing violence, drug abuse, and youth crime, fueled by unemployment and lack of opportunity.
“It is not just roads that must be rebuilt,” he said. “It is our people.”
Kipa believes that without urgent intervention, the next generation risks being lost to lawlessness and despair.
“We must bring hope back to the youth. If we do not rebuild the people, rebuilding the roads will mean nothing.”
A SHORT POLITICAL WINDOW
The reality of the political calendar hangs over his mission. With the 2027 General Election just over a year away, Kipa enters Parliament under pressure to deliver visible progress quickly. Yet he remains confident that the people of Dei will stand behind him beyond that timeline.
“This is only the beginning,” he said. “I believe the people will give us the chance to continue this work in 2027.”
A QUIET ENTRANCE- A HEAVY MANDATE
There were no grand speeches inside the chamber today. No fanfare. Just the quiet image of a new Member of Parliament taking his seat — knowing the weight of a district rests on his shoulders. For Dei’s people, that walk into Parliament was more than a political formality. It was a signal that their voice had finally arrived in the national house of power.
And now, the real work begins.
