RISEAC Training Institute to Sign Landmark MOA with Cheshire Disability Home Services in 2026

PORT MORESBY: — A major breakthrough has emerged from Phase 5 of the national RISEAC framework, with RISEAC Training Institute preparing to sign a Memorandum of Agreement (MOA) with Cheshire Disability Home Services in 2026.
The proposed agreement marks a significant step forward in inclusive human resource development, strengthening pathways for skills training, certification, and workforce participation for persons living with disabilities, while advancing Papua New Guinea’s broader development and inclusion goals.
The initiative is being driven by RMCN RISEAC Education and Training Services, which is positioning RISEAC as a comprehensive national platform to support all levels of government in engaging youths and young adults—both in and out of school—through a structured, phased approach to education, training, employment, and enterprise.
Eight Phases, One National Pipeline
At the core of the RISEAC model is an eight-phase system designed to build a complete talent-to-labour pipeline for Papua New Guinea:
- RISEAC Talent & Labour Connect – Mobilising content and community-based talent groups.
- RISEAC Talent Tracking HR Database – Establishing a national RISEAC Talent Pipeline for workforce planning.
- RISEAC International Hub & Recognition of Prior Learning (RPL) – Validating existing skills locally and internationally.
- RISEAC Education (ECE to Secondary) – Strengthening foundations from early childhood through secondary education.
- RISEAC Training (Certificate to Diploma) – Delivering accredited, industry-aligned qualifications.
- RISEAC Labour Mobility – Supporting recruitment of both in-school and out-of-school populations for local and overseas opportunities.
- RISEAC Business – Enabling progression from SMIs to SMEs, business development, and investment readiness.
- RISEAC Career Legacies – Recognising, rewarding, and recording individual and community contributions.
Inclusive Growth Through Training
The planned MOA with Cheshire Disability Home Services is expected to operationalise inclusive training pathways under Phase 5, ensuring that persons with disabilities are not only trained but accurately positioned within PNG’s emerging labour and enterprise ecosystems.
RISEAC leaders say the partnership reflects a growing recognition that national development must intentionally include marginalised communities, aligning education, training, and employment systems to real social outcomes.
“As PNG continues to grapple with youth unemployment and skills mismatches, the RISEAC framework—anchored by data, certification, labour mobility, and enterprise—aims to offer a coordinated, scalable solution,” RMCN RISEAC Director for Education and Training Services, Sabina Mong told The PNG Herald last week.
The MOA signing, anticipated in 2026, is being hailed as a faith-driven and policy-aligned milestone, signalling a new chapter in collaborative workforce development for Papua New Guinea.
